Would be easier to share info about our plans and where we're seeing this information if we could paste a screenshot here, but I'm having the same issue with my photo plan, saying 21/20 Gb, can't upload anything and never have to the best of my knowledge, nor will it show me anything that has supposedly been uploaded to the cloud. Nothing selectable showing in files or under deleted.
