The issue is now fixed in Illustrator 25.4 that is available in the Creative cloud App for download.

Thought this had been fixed in last update but now its back, all other apps are fine with Libraries

I am still having this issue with Illustrator. Libraries are fine in other CC applications but zoomed in view and makes it unusable. Signing out then back in to account is a temp fix but cause issues with time taken to reload fonts etc.
