   The issue is now fixed in Illustrator 25.4 that is available in the Creative cloud App for download.

   Same issue for me in InDesign for Mac. Sometimes the CC Library listed items (a list of color swatches) and corresponding names seem 2-3x times larger and are not scrollable. Restarting InDesign seems to be the fix for me currently.
