I just went through a process of deleting 10,000 files from deleted folder, 100-200 at a time! lost 5 hours or more of productivity and much more hair. Please go vote for the deleting files one that currently has 20 votes... ;-) this NEEDS fixing. -

I had to select in batches of 100-200 at a time, and it took over 5 hours to delete 10,000 files. I have never been so angry at a developer before this.
FYI there is another thread complaining about the deletion functionality, I hope that you will vote that one up.

Hi Luke, thank you for your feedback. We understand that this is an important feature to have, and have included this on our backlog for features to add in the future!

NOTE:
I don't know how I ended up with 1000s of files to by honest... I think it's from using Character Animator.
After FINALLY removing all 10,000 deleted files (and losing a tremendous amount of hair!)...I will be watching to see what happen as I continue working. If this is the case, then I cannot store Character Animator projects on CC.
The fact that deleted files cannot be emptied easily. The fact that on occasion the CC folder will randomly have files go missing - just leaves me feeling pretty dubious about even using it at all.
I'm going to be keeping bi- or even tri-daily incremental backups of the CC folder and will only be using it for shared projects.
Extremely disappointed in the functionality and utility... and emptying of the deleted files just stole HOURS of my productivity and that just stinks. (and support's answer was to try and explain how it works - instead of listen to the ACTUAL problem and solve it - like I've not been using adobe products since literally inception... decades! grrrr... venting over.
Deletion of the deleted folder is poorly architected! We need to have a sort by "deleted date". We NEED to have a way to quickly select 100s or 1000s of files and remove them. REALLY we should have access to the deleted folder on the desktop so we don't have to deal with the horrible web performance. PLEASE PLEASE PLEASE fix this.

Problem: ~10k deleted files need to delete. Can only do in batches.
10 files takes around 10s/batch,
50 files takes around 30s,
100 files takes around 1m,
200 files takes around 1-2m,
300 files takes around 3-6m,
600 files takes around 5-15m (the confirmation box is semi-responsive - iow it takes the button press but doesn't go away, and continues to let you click it while it hangs for a minute or 2 and sometimes will finally let go and do the work)
1300 files took 30m and FAILED - ran out of browser memory, and crashed without doing the deed.most reliable batch size is around 200. in order to delete 10,000 files in batches of 200.... that's 50 batches at 1-2m per batch. which I must have gotten the time wrong because it's been way more than 2 hours and Ive STILL got over 1000 files to go.
sorry for the rant below - just frustrated beyond belief.

Wow this has been up since Dec 2019, and nothing from Adobe? I am absolutely FURIOUS at the moment. I had 9900 files in my deleted folder. I HAVE ALREADY SPENT 5 HOURS PERMANENTLY DELETING FILES!!! WHY? I can only reasonably delete 100-200 or so. I can't even SEE how many files are in deleted.!!!WARNING!!! to anyone using Character animator... it generates 100s of files - and is a massive undertaking to remove the garbage.
What's worse is that I have had the occasional files turn up deleted erroneously by adobe. So I MUST empty the deleted files in order to know if the files were deleted by me, or mysteriously by adobe.
I will have lost an entire day's productivity over an abominable architectural design decision.
JUST GIVE US CONSOLE ACCESS! OR A SCRIPT! omg - did I mention how fuming I am right now.
Sadly - I cannot use CC files for actual work. What a pile of steaming hot crap.
What's even scarier is the idea that adobe is integrating the apps to save to the cloud instead of the desktop. Sheesh, figure out the cloud stuff first!
oh yeah I reached out to support and was told "this is how it works by design" - I asked for an actual call back from a dev/eng which they oblidged would be happening within 2 hours... it's been 36 hrs... nope no call.

Yup - and the fact that it's not easy to permanently delete deleted files out of the deleted folder at assets.adobe.com/deleted.... it's hard to know what to restore even!
This is a dumpster fire of a problem. And considering as you said this has been going on since 2015... they are, apparently, not interested in actually fixing critical workflow destroying problems.
Until/unless they can guarantee these things are actually solved, CC asset storage is just a liability. Which I will be using only a secondary "shared" workspace for redundant copies.
I have ZERO trust any more when it comes to the storage space.
